1– Presentations Or Citizen Inquiries No presentations were held tonight.
2- MFD July Report
• The fire department provided a standby for the fireworks at Citizens Lake on July 4th.
• Firefighters from the department participated in several public education/relations events in the community including the Lincoln School summer Pre-K program, the Warren County Public Library, and a “fill the backpack” event at South Park.
• The aerial ladder truck has a number of failing pulleys and an issue with the pump that have required it to undergo repairs at Alexis fire equipment.
• Engine 23 also went to Alexis Fire Equipment for repairs to the valves on the water pump. Five valves on the truck were rebuilt because they were either not holding water or were very difficult to operate.
• All of the repairs from the damage incurred last October during the storm have been completed.
The Fire Department had 109 calls for service in July.
3- MPD July Report
• MPD handled 42 incidents of inoperable motor vehicles for July. All have varying statuses, and the department will continue to identify and work on these on a regular basis.
• The Save A Star drug disposal box was picked up from the program director and placed in the lobby of MPD. Anyone can deposit unused prescription or other scheduled drugs anytime with no questions asked.
• Narcan was used by an MPD officer on an individual who had overdosed on drugs. The Narcan brought the individual out of the overdose, and he was transported to OSF.
• During a suspicious death investigation, officers obtained a search warrant for the house seizing 1.5 pounds of marijuana, small amounts of methamphetamine and $6800 in cash.
• Training was conducted Department-wide by OSF instructors called “Stop The Bleed.” This event was a grant-funded program and is designed to teach officers and staff in the use of tourniquets and pressure dressings. Each officer, dispatcher and staff member was given a tourniquet and pressure dressing after the training. Each officer will carry this on their person on the street. New trauma kits were also placed in each squad car. A grant allowed these kits to be purchased at no cost to the City.
The Police Department had 1392 calls for service in July.
4- Memo of Understanding with AFSCME Local
This M.O.U. stems from the recent supreme court ruling regarding “Fair Share” dues that are paid to public union organizations. The M.O.U. states that the City will continue to withdraw Union dues, fees, benefits programs and other deductions unless directed to discontinue by the individual members. The agreement also states that any questions regarding the Janus vs. AFSCME case are to be directed to other members of the Union. A motion to approve the memo was made and was approved.
5- Letter of understanding with Monmouth AFFI Local 1702
The City Of Monmouth has a wellness exam that is included in their health insurance plan. This letter of understanding states that if an employee is not available during the annually scheduled dates that they may execute the wellness exam during the annual mask fitting certification that all firefighters are required to have. A motion to approve the letter was made and was approved.
6- Ordinances
1. Granting a Variance, 905 S. Main Street
This property was purchased by Mr.Vanfleet after the business formerly known as Tooties received extensive structural damage due to a structure fire. Vanfleet wishes to erect an 8-foot fence around the perimeter of the property to allow for the outside storage. The construction plans were extensively reviewed by the Zoning Department and will be adequately set-back to not obstruct the view of traffic at the adjacent intersection. A storage building will be constructed at a later time, pending approval. This variance went before the Zoning Board earlier this month and was recommended for Council approval unanimously.
A motion to approve the ordinance was made and was approved.
2. Ordinance Clarifying North 6th Street TIF District
This ordinance is being considered as a housekeeping issue. The TIF district also resides within the boundaries of the Monmouth enterprise zone. During records filing it was discovered that a discrepancy existed between ordinances on file with Warren County and the City Of Monmouth ordinances. This ordinance clarifies language which allows this parcel to benefit from the TIF district incentives and reinforces language stating that the TIF district will supercede the enterprise zone.
