1– Presentations Or Citizen Inquiries No citizen inquiries or presentations tonight.

PROCLAMATION – Chamber Of Commerce Week A proclamation was made recognizing September 10th through the 14th as Chamber Of Commerce Week. The proclamation recognizes the 99th year since the founding of the Illinois Chamber Of Commerce and speaks to the various contributions that the Chamber Of Commerce brings to the City Of Monmouth. These contributions include encouraging existing business growth and and encourages new firms and individuals to locate in Monmouth.

2- Building And Zoning Monthly Report – Director Helms

• A Zoning Board meeting will be held on September 12th to discuss a request for a special use variance for a rental property to be used as a guesthouse. At this meeting, there will be a request for a variance to construct a two-car garage within a setback.

• There was $346,900.00 in building improvements and construction throughout Monmouth in the month of August.

• Mowing notices were mailed out to residents who had grass that was above 12 inches. Residents who receive a notice have 7 days to trim the grass before City workers take remedial action.

• Notices were also sent out for mowed grass that is blown into the street. As per local ordinance, this practice is banned. Since Monmouth has areas of consolidated storm and sanitary sewer, mowed grass can cause drainage issues both locally and at the treatment facility. Clippings also pose a safety hazard to motorcycles and bicycles due to loss of tire traction.

3- Woodard and Curran Monthly Report – Director Jackson

• Woodard and Curran’s engineering completed a drainage study on the 7-acre City-owned property north of Costello terrace. The study was necessary as there have been potential development opportunities with that parcel.

• Well 9’s motor failed last week and is currently awaiting final parts before bringing the unit back online. During the downtime, additional items were also replaced as preventative maintenance. No consumers were affected by this project as the system has adequate redundancies in place.

The water treatment plants produced 81 million gallons of finished water and the consolidated waste treatment plant treated and discharged 84 million gallons of water for the month of July.

4- Class 1 Liquor License Application – Brandon Caldwell d/b/a Pizza Place

Mr. Caldwell recently purchased the vacant Eagle’s Club building off North 11th street and has begun renovating the site. After the work is completed, the Pizza Place (currently located 210 North Main) would move to this location. Caldwell would like to reestablish the bar area to combine both food and alcohol sales in a sit-down environment. Caldwell spoke to the various improvements he would like to make the building and various events that he would like to host, including tailgating, volleyball and various other outdoor activities.

A motion for approval was made to draft an ordinance increasing the total available liquor licenses by one. The motion was approved. The ordinance will be on the next Council agenda for approval.

5- Ordinances

A. Amending Section 78, Entitled impoundment of motor vehicles used in certain offenses

• The amendment being proposed is intended to make the City’s local ordinance regarding vehicle impoundment more consistent with Illinois vehicle and criminal code definitions.

• This amendment adds Reckless Driving to the list of existing offenses which would result in an impounded vehicle.

A penalty of five hundred dollars in addition to towing and storage fees will be incurred if a vehicle is impounded. The full amendment may be found on cityofmonmouth.com for a full review.

A motion for approval was made and was approved.

6- Executive Session

An executive session was held as per Illinois Statute 5/ILCS 120/2 to consider possible sale or lease of City-Owned Real Estate.

No action was held upon return to regular session.

7- Other business

Arrangements have been made with the City Of Galesburg Building Inspector to perform contracted inspections in the interim while city staff review applications for the recent vacancy in the zoning department.
