1– Presentations Or Citizen Inquiries
No citizen inquiries were conducted tonight.

2- MFD Monthly Report – Chief Rexroat
• The department was invited to participate in training with employees from Smithfield Foods. The training covered Hazardous Materials Response, which would be a joint operation in the event that a materials leak occurred at Smithfield or Cloverleaf. The training simulated an anhydrous ammonia leak at the main production facility and presented an excellent opportunity to pre-plan with Smithfield.
• Chief Rexroat and Joe Clark inspected the new coffee shop opening up at Market Alley.
• All of the currently in-service apparatus underwent their annual flow testing. All passed the testing.
• Tower 22 remains out of service while undergoing repairs at Alexis Fire Equipment.
• The department had 110 Calls For Service last month.

3- MPD Monthly Report – Chief Switzer
• The department conducted training with teachers at Monmouth-Roseville Jr. High School on the subject of Drug Awareness.
• MPD will be hosting an intern from Western Illinois University starting in January.
• Officers were available during the first annual Christmas On The Square event that was held. No incidents occurred during the event.
• Chief Switzer, Lt. Kinney and Lt. Bratcher participated in the annual Freezing For Food event.
• Three department members were certified by the American Red Cross as CPR Instructors.
• A squad car received damage from an individual who did not wish to be transported to the Mercer County jail. The individual still received a ride to the facility, although at an increased financial cost. The door was repaired and is now fully functional.
• The department received 1022 calls for service, which is down from 1714 at this time last year.

4- Approval of 2019 Council Meeting Schedule
The City Council meetings for next year will continue to be held on the 1st and 3rd Mondays of the month. There are a couple of exceptions where the regular dates will fall on a holiday. Non-standard dates are: Tuesday, January 22 – Tuesday, February 29th – Tuesday, September 3rd

6- Ordinances
A. 18-037, Tax Levy (2019-2020) 2nd Reading
This ordinance is for the adoption of the previously proposed tax levy. A motion was made for approval and was approved.
At the last City Council meeting, Administrator Steinbrecher gave a presentation detailing the particulars of our annual tax levy. The presentation is attached to the end of this document.

B. 18-038, Abating Tax on G.O.B. Series A&B 2nd Reading
The majority of this bond is paid by the water and sewer enterprise fund (the combined water and sewer bill is the funding mechanism) and as such the City performs an annual abatement. Property tax funds are not used to pay this obligation.
A motion was made for approval and was approved.

C. 18-039, Partially Abating Tax on G.O.B. Series 2010C 2nd Reading
The majority of this bond is paid by the water and sewer enterprise fund (the combined water and sewer bill is the funding mechanism) and as such the City performs an annual abatement. Property tax funds are not used to pay the majority of this bond.
A motion was made for approval and was approved.

D. 18-040, Abating Tax on G.O.B. Series 2014 2nd Reading
The majority of this bond is paid by the water and sewer enterprise fund (the combined water and sewer bill is the funding mechanism) and as such the City performs an annual abatement. Property tax funds are not used to pay this obligation. A motion was made for approval and was approved.

E. 18-041, Abating Tax on G.O.B. Series 2015B 2nd Reading
The majority of this bond is paid by the water and sewer enterprise fund (the combined water and sewer bill is the funding mechanism) and as such the City perform an annual abatement. Property tax funds are not used to pay this obligation. A motion was made for approval and was approved.
