0- Public Hearing – Questions and Comments on the proposed CDBG Small Business Stabilization Program

The City is helping to facilitate grant applications from several businesses who wish to pursue Community Development Block Grants. These grants are awarded by the State Of Illinois and are subject to various eligibility criteria. The purpose of this grant is to assist businesses with the financial impacts of the COVID-19 pandemic. The City Of Monmouth acts as a pass-through for the funding, and no local funds are used for this program.

2- Resolution – 20-007, CDBG Business Stabilization Grant- Flowers Are Us

Flowers Are Us has applied for a CDBG grant for $25,000 to assist with payroll during the COVID-19 pandemic. This grant is funded through a State Of Illinois program and does not utilize any local public funds. All reimbursement requests must provide proof of eligible expenses and are reviewed before funds are released.

A motion was made for approval and was approved.

3- Resolution – 20-008, Proposed Main Street Tax Increment Financing (TIF) District Redevelopment Project Inducement Resolution (Bryon Robbins Project)

Bryon Robbins would like to pursue a development project at the former Howard Medical building located at 600 West 10th Avenue. The structure and parcel have sat vacant for decades and have seen very little interest due to the blighted condition of the property.

Monmouth’s current Downtown TIF District does not extend far enough to incorporate the land parcel but would be included in the new proposed district that has been discussed at a previous City Council meeting.

As the new proposed region undergoes a feasibility study, Mr. Robbins would like to begin the acquisition and improvement of the facility. However, to be considered for expense reimbursement on TIF eligible expenses, an inducement resolution is needed at this time.

TIF funding is a type of restricted revenue that is derived from property taxes and is regulated by state statute. For a project to be eligible for financing of this type, it must meet strict guidelines concerning economic development.

No funding is being released from the highly restricted Tax Increment Financing accounts at this time and this resolution is dependent on the successful passing of a new TIF district.
