0- Public Hearing for DCEO Rebuild Illinois Grant

This item is part of a long-term grant-funded project to improve Monmouth’s infrastructure. Multiple items will be presented to City Council as the project matures.

The City Of Monmouth is currently pursuing a competitive grant from the State of Illinois to increase the capacity of Monmouth’s finished water system. If awarded, the initial grant will be for 5 million dollars. The current grant being discussed is from the Department of Commerce and Economic Opportunity (DCEO) under the Rebuild Illinois Public Infrastructure Program to expand the municipal water system. The project qualifies for economic development funding under the program due to the fact that Monmouth has a large industrial base and will see increased job opportunities and economic expansion as industrial capacity is increased.

If awarded, these funds would be used to drill a new production well, build a water treatment plant, and construct a new elevated water storage tower. Once these improvements are completed, the water system would be able to generate an additional 1.2 million gallons a day.

No citizens wished to speak to City Council during the public hearing.

2- New Hangar at Municipal Airport

Last year Monmouth lost its airport hangar to a fire and had been awaiting FAA/IDOT Aviation approval to proceed with a rebuild of the structure. Unfortunately, the process has not yet received attention from the appointed state bureaucrats who are responsible for the oversight.

City Administration would like to proceed with the project using insurance monies and then pursue federal reimbursement after the project has completed. Since this project qualifies for federal funding, the City only needs to cover the cost of a new hangar and a connecting runway.

  • Only insurance reimbursement funds from the hangar fire will be used. No general fund revenue will be used on this project.
  • The hangar will need to be built on the west end of the runway in order to be in accordance with the FAA-approved long-term airport layout plan.
  • The hangar will house 10 airplanes and will include an office/pilots lounge.
  • The City must continue to have 10 planes based at the Monmouth airport in order to continue to receive federal funds to maintain the airport.

3- Resolution – Rebuild Illinois Grant

This item is part of a long-term grant-funded project to improve Monmouth’s infrastructure. Multiple items will be presented to City Council as the project matures

The resolution being presented is for the authorization of local matching funds (20%) to the project. These matching funds will be generated through the increased consumption of treated water by Monmouth’s large water consumers. No general fund revenue would be used as part of the match, and only revenue from water and sewer rate collection will be used.

The Monmouth Municipal Water System Improvement Project will consist of 4 funding sources:

This project is in very early stages and is dependent on securing multiple grant awards. If Monmouth does not receive 100% of the grants being applied for, the project will not continue. No funds are being released at this time, the current resolution up for approval is necessary to show the City’s commitment to the project for the grant application.

A motion for approval was made and was approved.
