Alcohol, Drugs, and Gambling “Shell” Bills Introduced in 102nd IL General Assembly

The 102nd Illinois General Assembly is in session through May 31, 2021. Listed below are some of the bills that have been introduced pertaining to alcohol, other drugs, and gambling. Hundred of “shell” bills on these topics have also been introduced.

Alcohol Bills

SB 104 – Home delivery of “Cocktails to go” and single servings of wine

HB 547 – Discounts on the sale or refill of alcohol in mugs, growlers, or glass containers

SB 297 – Legalizes production and sale of mead – up to 20% alcohol

HB 3495 – Shipping of beer and distilled spirits to homes

Marijuana & Other Drug Bills

HB 110 – Safe consumption sites where addicts could use drugs — heroin, meth, cocaine, opioids

HB 144 – Marijuana clubs, tours of dispensaries and grow operations, and temporary events where marijuana can be sold and consumed

HB 193 – Home delivery of marijuana

HB 715 – Bring your own marijuana — on site consumption in bars, restaurants, etc.

HB 3306 – Increases the size and number of Craft Grow marijuana operations

Gambling Bills

HB 849 – Allows bets to be placed on Illinois college sports

HB 1951 – Expands Internet Lottery to include online scratch off tickets

HB 2358 – Tax breaks for all casinos

HB 2360 – Tax breaks for sports gambling and casinos – 20% of “comps” not taxed

HB 3491 – Legalizes Internet slots, poker, table games at casinos and racetracks

HB 3667 – Master sports wagering license for professional women’s sports teams
