Archer-Daniels-Midland Company is being cited over an April explosion at its West Plant in Decatur.  The U.S. Department of Labor found ADM failed to inspect and test safety systems, which led to the April 20th blast that injured three employees.  OSHA cited the company for two health and safety violations and proposed fine of more than 324-thousand-dollars in penalties related to the explosion at the West Plant.
