Macomb Police Department Make Arrest Related to Shooting Incident

Macomb Police Department has made an arrest in this incident. Herman L. Hill (black/male, age 38) was arrested on 11/7/23. Hill is charged with Aggravated Battery with a Firearm and is currently being held in McDonough County Jail. As the investigation unfolds, more charges could be filed.

As this is a current investigation, MPD will refrain from delving into the specifics of the investigation. MPD assures the public the only shooter in this case has been arrested and there is no known threat to the public.

MPD enjoys a level of cooperation among area agencies. Our law enforcement partners helped bring this case to a swift resolution. OPS, McDonough County Sheriff’s Department, McDonough County States Attorney’s Office, and ISP were critical in providing talented personnel and technological expertise to this case.

All subjects are presumed innocent until proven guilty in a court of law.

On 11/07/2023 at about 7:09 AM, Macomb Police responded to a report of shots fired near N. Johnson St. and W. Pierce St. Officers were dispatched to the scene immediately. As officers drove to the scene, a victim with multiple gunshot wounds was located near the front lobby door of the Macomb Police Department. Officers rendered medical aid, gathered information, and called for rescue assistance. The victim was transported to McDonough District Hospital (MDH) for treatment for multiple gunshot wounds. As a precautionary measure, MDH went into lockdown and security was heightened. The victim has since been life flighted to a Trauma Center. Victim is in stable condition.

Officers arrived at Johnson St. and Pierce St. and began the investigation. A lone suspected shooter was on scene and has been speaking with Detectives. Officers are investigating the incident, questioning the victim, questioning the suspect, completing a neighborhood canvas, and are actively collecting evidence.

Due to the investigative activity at the Macomb Police Department, 120 S. McArthur St., and its proximity to St. Paul’s School (one block away), police administration contacted St. Paul’s administration and alerted them to an ongoing investigation. St. Paul’s leadership instituted a soft lockdown during morning class arrival time. This was precautionary and at no time was the St. Pauls’ campus in any danger. MPD commends the quick thinking on the part of St. Paul’s leadership team.

MPD is highly confident this was an isolated incident. This is an active investigation and information must be weighed carefully before being released. As more information comes into focus, we will release more information.

MPD officers were assisted by McDonough County Sheriff’s Department, McDonough County States Attorney’s Office, Macomb Fire Department, Illinois State Police (ISP) Patrol, ISP Investigations, ISP Crime Scene personnel, and the Office of Public Safety (OPS).
