Henderson County Sheriff’s Office Identifies Individuals Seeking to Engage in Sexual Acts with Minors

Henderson County Sheriff Matthew Link releases, following a thorough investigation by the Henderson County Sheriff’s Office, three individuals have been identified as seeking to engage in sexual acts with minors. The investigation commenced in July when these individuals engaged in conversations on social media platforms with someone, they believed to be a minor female.

As a result of the investigation, the following individuals have been arrested and charged:

Steven L Howard (55) – Keithsburg, Illinois – Traveling to meet a Child, Indecent Solicitation of a Child, Grooming, Solicitation to meet a Child

Brock W Smith (49) – Monmouth, Illinois – Indecent Solicitation of a Child, Solicitation to Meet a Child, Grooming, Sexual Exploitation of a Child

Marc A Moehn (28) – Burlington, Iowa – Indecent Solicitation of a Child, Grooming

Traveling to meet at Child is a Class 3 felony that carries up to 2 to 5 years in prison.

Indecent Solicitation of a Child, Indecent Solicitation of a Child, Grooming, and Sexual Exploitation of a Child are all Class 4 Felony that carries up to 3 years in prison.

All persons are presumed to be innocent until proven guilty.
