Warren County Board Accepting Bids for Exterior Steps and Porch Improvements at the Courthouse

NOTICE TO BIDDERS FOR COURTHOUSE EXTERIOR STEPS AND PORCH

  1. TIME AND PLACE OF OPENING BIDS: Sealed proposals for the improvements herein described will be received at the Warren County Clerk’s Office; Warren County Courthouse; 100 West Broadway; Monmouth, Illinois 61462 before 4:30 p.m. on December 10, 2024, and will be publicly opened and read at the Buildings & Grounds Committee meeting beginning at 9:30 am, in the County Board room, on December 11, 2024.
  2. DESCRIPTION OF WORK:
  1. The proposed improvement is officially known Warren County Courthouse Exterior Steps and Porch Project. The work for this improvement is located at the Warren County Courthouse located at: 100 West Broadway, Monmouth, Illinois.
  2. The work for the improvement consists of:
  1. The proposed work includes all labor, materials, tools, supplies, utility and transportation services, equipment and all incidentals necessary for the bid.
  2. Obtain any required permits.
  3. Replace exterior courthouse steps leading to South entrance.
  4. Reset Marble steps on the South side of the courthouse (steps leading into the courtyard).
  5. Reseal joints between stairs and related surfaces.
  6. Shop drawings are required for all stone replacement and repair.
  7. Require fencing around the project.
  8. Work is required to begin within 45 days after a written contract is finalized. However, weather may hinder the start of work, so 45 days is a goal.
  9. Contractor is required to provide an estimated timeline of completion.
  10. Contractor is required to have Historic Restoration Certificates from the International Masonry Institute.
  11. Supplied to the contractor will be much of the needed stone.
  12. BIDDERS INSTRUCTIONS:
  1. Prospective bidders shall be experienced in the construction of what this project requires or similar projects. Bidder shall submit three recent projects for reference along with the bid documents.
  2. A bid bond or bid surety for not less than 5 percent of the bid amount will be required to submit a bid on this project.
  3. The successful bidder will hold the bid open for acceptance for 45 days after the scheduled bid opening.
  4. The successful bidder will enter into a written contract for the performance of the work within ten (10) days after the contract has been mailed to the bidder. A contract bond for the full amount of the contract will be required to be provided with the contract.
  5.  This contract calls for the construction of a “public work,” within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. (“the Act”). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current “prevailing rate of wages” (hourly cash wages plus amount for fringe benefits) in the county where the work is performed.
