The City of Monmouth has received an additional $300,000 in grant funding from the Illinois Department of Transportation (IDOT) for the reconstruction of West Harlem Avenue. As Motor Fuel Tax monies are being utilized for this project, Mayor Rod Davies informs the project must go through IDOT:
“We use IMEG as our road engineer. Since we are dealing with Motor Fuel Tax money, all Motor Fuel Tax project have to go through the Illinois Department of Transportation. We have to have a road specifically qualified engineer who designs and inspects the project. They submit it to the Illinois Department of Transportation, they review it, give us feedback, then we rework it, our engineers rework it, and we resubmit. This one had a lot of environmental signoffs and had a lot of rightaways that we had to clean up. We have got final design approval. The state will review it and let us know who the lowest qualified bidder is, and we will have to go over that with engineers at IMEG and bring it to Council.”
With this $300,000 grant from IDOT, the City of Monmouth has $3 million secured for the West Harlem Avenue project. The total cost of the project is anticipated to be around $4 million, which Mayor Davies stated the City does have about $700,000 in the Motor Fuel Tax Fund that can be utilized.

The City of Monmouth, Illinois, is pleased to announce that it has received an additional $300,000 in grant funding from the Illinois Department of Transportation (IDOT) for the reconstruction of Harlem Avenue, a top-priority project for the city.
We sincerely thank the public for their patience and support with this well-worn road, it has been a long project but we are on the final stretch.
This extensive project, involving the replacement of underground infrastructure and meeting additional regulatory requirements, has been made possible with steadfast backing. The bids will be collected for this critical infrastructure project today, with construction set to begin shortly thereafter.
With this latest grant, the Harlem Avenue reconstruction project has secured $3 million in grant funding from various state and federal sources, including $500,000 from a grant secured by State Senator Mike Halpin, with an additional $1 million anticipated from local sources, bringing the total project funding to $4 million.
The additional $300,000 from IDOT was awarded in recognition of the project’s priority and to address rising construction costs.
