Schaumburg, IL — The National Association of Benefits and Insurance Professionals
(NABIP) Illinois Chapter proudly announces and congratulates Melissa “Missie” Shepherd
on her appointment by the Governor to serve on the Illinois Health Benefits Exchange
Advisory Committee (HBEAC). This committee plays a critical role in shaping the state’s
health benefits exchange and ensuring its ongoing success and transparency.
Missie is the owner and principal agent of Way Insurance Services in Galesburg, IL, an
agency specializing in health insurance for all ages. She brings a wealth of experience,
dedication, and leadership to her role, and we are confident she will help continue our
mission of advocacy, education, and professional excellence throughout the state.
Missie’s longstanding commitment to the health benefits industry and NABIP’s values has
already made a lasting impact. Her new role appointment reflects the trust and respect she
has earned among her peers, and we are excited to see the positive contributions she will
bring in this next chapter of leadership.
The HBEAC is tasked with advising the Marketplace Director on the development and
operation of the Illinois Health Benefits Exchange. Responsibilities include reviewing
financial models, supporting strategic initiatives, and promoting collaboration across state
agencies and stakeholders. The committee meets quarterly and invites public participation
in accordance with the Illinois Open Meetings Act. Members are selected based on
expertise in areas such as healthcare, insurance, consumer advocacy, small business, and
more.
“NABIP Illinois is proud to have strong representation at both the organizational and state
policy levels,” said Sara Walker-Hite, NABIP Illinois President-Elect. “Missie’s appointment
to the advisory committee reflect our chapter’s ongoing commitment to driving positive
outcomes for consumers, producers, and the broader healthcare ecosystem.”
We extend our heartfelt congratulations to Missie Shepherd and express gratitude to all our
volunteer leaders who continue to advance NABIP’s mission at the local, state, and
national levels.
Decisions like this reinforce the importance of NABIP’s Healthcare Bill of Rights, a clear set
of principles that aims every American should have access to afordable,
understandable, and personalized healthcare. These principles also emphasize the
essential role that licensed health insurance professionals play in helping consumers
make informed decisions that safeguard both their health and financial security.
