1– Presentations Or Citizen Inquiries
Mike Sheid, a Monmouth resident and General Manager of Well’s Pet Food thanked City Officials for their service to the community and for allowing Well’s to partner with the City to repair an adjacent sidewalk and alleyway for the local community. Sheid also spoke on a personal level to Council regarding his experiences in the community since moving to Monmouth from Oklahoma. Sheid spoke to the changing climate of Illinois and the need to engage local stakeholders as conditions become more challenging.

A presentation was also made by the Warren County Crimestoppers to Council where they presented Monmouth Police Sergeant Brandon Blackman with an award for his exceptional service to the program and the community.

2- MFD Monthly Report – Chief Rexroat
• A crack in the water tank on Engine 21 was repaired at Alexis Fire Equipment.
• The battery boxes on Engines 21 and 23 were replaced. The boxes were aging, and rust had deteriorated the bottom of the boxes.
• The department also attended the Lincoln School carnival and brought their trucks for the kids to interact with during the event.
• Firefighters assisted in activities during Teachers Appreciation Week at Harding school. Members of the department acted as recess monitors to allow teachers to have time to work in their classrooms.

3- MPD Monthly Report – Chief Switzer
• Members of the department conducted several Internet Safety Talks with 5th graders at Central Intermediate School. These talks covered the importance of privacy in the digital world as well as warning signs to watch out for when doing activities online.
• Chief Switzer gave a presentation to RAES students about the importance of continuing their education and possible career paths in law enforcement.
• The regional drug task force made several arrests as the result of an operation covering Monmouth and Oquawka. Methamphetamine, Ecstasy, and Cannabis were all seized along with several thousand dollars in cash.
• Two arrests were made in Monmouth for Methamphetamine related charges.
• The Fraternal Order Of Police held their annual fishing derby at Citizen’s lake.

4- Midwestern Pet Foods Request for Street Vacation
Midwest Pet Foods is requesting a vacation from South B Street by the tracks to the intersection of South B and West 6th Avenue. The right of way is approximately 420 feet and stops at the railroad tracks. Vacating this right of way will allow the facility greater room to move semi-trailers around as well as removing the City’s financial obligation.
A motion for approval was made and was approved.

5- IMEG Engineering Agreement for 2019 Motor Fuel Tax Program
This year’s street improvement program will begin shortly. IMEG Corporation (formerly Missman’s) from the Quad Cities has been selected as the contractor for preliminary engineering and project inspection. • The agreement costs are regulated by the State Of Illinois and are based upon total project costs.
• Current compensation rates are 5% for preliminary engineering and 6% for project inspection.
A motion for approval was made and was approved.

6- Approval of Sewer Replacement Bid (Smithfield parking lot area)
A large 21-inch sewer currently exists under the newly constructed Smithfield parking lot to the west of Casey’s on North Main Street. The sewer has exceeded its anticipated service life and will need to be replaced shortly. The public works department would like to replace this sewer line before permanent concrete is poured on the surface, which will increase project costs significantly.

Two bids from qualified contractors were submitted for this project. The lowest bid was Advanced Plumbing and Mechanical of Monmouth for $55,481.

A motion for approval was made and was approved.

6- Ordinances & Resolutions
A. Resolution – Motor Fuel Tax Street Maintenance Program
This year’s street maintenance program will begin shortly. The 2019 program will be a $700,000 investment and will cover 31 blocks.

The resolution currently before Council is to allocate $600,000 from the state motor fuel tax fund for the program. The remainder of the project balance will be taken from the local motor fuel tax fund.
A motion for approval was made and was approved.

B. Accessible parking spot addition – 116 North B Street
A resident has requested that an accessible parking spot be marked on the street to better accommodate parking in the area for those with physical limitations.

A motion was made for approval and was approved.

7- Executive Session with potential action to follow
Executive session was held per Illinois Statute 5ILCS 120/2 to consider contract negotiations and employee compensation. Upon return to normal session, a motion was made for approval of the negotiated Fraternal Order Of Police employment contract.
A motion was made for approval and was approved.
