Public Hearing and Special Meeting for Knox County Board

Notice is hereby given that the County Board of Knox County, Illinois (the “County”) will hold a public hearing on June 8, 2023, at its special meeting at 5:30 p.m. at the Galesburg City Council Chambers located at 55 W. Tompkins Street, Galesburg, Illinois 61401, pursuant to the requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), to consider the proposed issuance by the City of Canton, Fulton County, Illinois (the “Issuer”) of its not to exceed $15,000,000 aggregate principal amount of Health Care Facilities Revenue Bonds, Series 2023 (Graham Hospital Association Project) (the “Bonds”), the proceeds of which will be loaned to Graham Hospital Association, an Illinois not-for-profit corporation (the “Borrower”), and will be used to (i) finance or reimburse the acquisition, construction, remodeling and equipping of certain health facilities constituting industrial projects under the Industrial Building Revenue Bond Act, 50 ILCS 445/1 et seq. (the “Act”), including, but not limited to, the acquisition, construction, renovation, and equipping of (a) the convenient care relocation project and related hospital infrastructure located at 126 N. 5th Avenue, Canton, Illinois 61520 and various equipment and system upgrades at the facility and related hospital infrastructure located at 210 West Walnut Street, Canton, Illinois 61520 (not to exceed $5,000,000), (b) the clinic expansion project and related hospital infrastructure located at 1630 East Jackson Street, Macomb, Illinois 61455 (not to exceed $1,500,000), and (c) the clinic expansion projects located at 530 North Seminary Street, Galesburg, Illinois 61401, and 2028 North Seminary Street, Galesburg, Illinois 61401 and related hospital infrastructure located at 1174 North Seminary Street, Galesburg, Illinois 61401 (not to exceed $8,500,000) (collectively, the “Project”), and (ii) pay all or a portion of the costs of issuing the Bonds. The Project is or will be owned and operated by the Borrower.

The Bonds will not constitute a debt of the Issuer, the County, or of the State of Illinois within the meaning of any provisions of the Constitution or statutes of the State of Illinois or a pledge of the faith and credit of the Issuer, the County, or of the State of Illinois or grant to the owners thereof any right to have the Issuer or the County levy any taxes or appropriate any funds for the payment of the principal thereof or interest thereon. The Bonds will be payable solely out of the revenues and other funds pledged for their payment in accordance with the loan agreement with the Borrower under which the Bonds will be issued.

The above notice of public hearing is required by the Code. At the time and place set for the public hearing, residents, taxpayers and other interested persons will be given the opportunity to express their views for or against the proposed issuance of the Bonds and the financing of the Project. Written comments may also be submitted to Scott G. Erickson, County Clerk, 200 South Cherry Street, Galesburg 61401, until June 6, 2023.
