One in Custody Following Report of Shooting in Monmouth

The evening of September 22, 2024, Monmouth Police, together with the Warren County Sheriff’s Office, arrested 28-year-old Keokuk, IA resident Ryan M. Oneill for firearms and drug offenses after responding to 911 calls reporting a shooting.

This morning, the Warren County State’s Attorney’s Office filed a petition to detain Oneill on five formal charges including Class X Armed Violence, Possession of a Firearm/Ammunition by a Felon, and Class X Possession of Methamphetamine of more than 15 but less than 100 grams, with the intent to deliver. The listed charges all carry a mandatory prison sentence.

According to a statement given in court by the State’s Attorney, when the defendant was arrested, a bullet hole was found in the windshield of the vehicle he was driving. Inside the vehicle police found two bags of methamphetamine, each weighing more than 30 grams, as well as a pistol magazine containing 9mm ammunition. The vehicle also suffered substantial collision damage resulting in airbag deployment, before police arrived.

According to witness statements, the shooting took place during a struggle for the firearm after the defendant threatened another man with a handgun inside the vehicle during a drug deal. Nobody was injured by the discharge of the weapon.

The defendant elected not to contest the petition to detain at this time, but his attorney indicated that issue may be raised later. The petition to detain was granted. The defendant will remain in custody pending his next appearance for a preliminary hearing on October 10, 2024.
