NOTICE TO BIDDERS FOR COURTHOUSE EXTERIOR STEPS, PORCH AND PORCH ROOF.
- TIME AND PLACE OF OPENING BIDS: Sealed proposals for the improvements herein described will be received at the Warren County Clerk’s Office; Warren County Courthouse; 100 West Broadway; Monmouth, Illinois 61462 before 4:30 p.m. on April 8, 2025, and will be publicly opened and read at the Buildings & Grounds Committee meeting beginning at 9:30 am, in the County Board room, on April 9, 2025.
- DESCRIPTION OF WORK:
- The proposed improvement is officially known Warren County Courthouse Exterior Steps and Porch/Porch Roof Project. The work for this improvement is located at the Warren County Courthouse located at: 100 West Broadway, Monmouth, Illinois.
- The work for the improvement consists of:
- The proposed work includes all labor, materials, tools, supplies, utility and transportation services, equipment and all incidentals necessary for the bid.
- Obtain any required permits.
- Replace exterior courthouse steps leading to South entrance.
- Reset steps on the South side of the courthouse (steps leading into the courtyard).
- Reseal joints between stairs and related surfaces.
- Complete work rehabilitating porch and porch roof, in addition to work on the stair sidewalls.
- Pour and complete sidewalk (some of which is already framed) within the work area.
- Shop drawings are required for all stone replacement and repair.
- Require fencing around the project, which Warren County may have available.
- Work is required to begin within 45 days after a written contract is finalized. However, weather may hinder the start of work, so 45 days is a goal.
- Contractor is required to provide an estimated timeline of completion.
- Contractor is required to have Historic Restoration Certificates from the International Masonry Institute.
- Supplied to the contractor will be much of the needed stone, which is located on site, or at the Warren County Highway Department (833 South 8th Street; Monmouth).
- Pre-cut stone (for courthouse steps and other) was to be used by a prior contractor, but that stone is located at Frymoyer Stone Fabrication; 205 South 35th Street; Bettendorf, Iowa (563-319-8544). There are 36 pieces, each measuring 65 inches x 6.25 inches x 12 inches. Bidders may wish to use this stone, which would be purchased by the bidder if it were to be used.
- Upon completion, the bidder is responsible for removing stone debris and other debris from the worksite – even that left behind by prior contractor.
- BIDDERS INSTRUCTIONS:
- Prospective bidders shall be experienced in the construction of what this project requires or similar projects. Bidder shall submit three recent projects for reference along with the bid documents.
- A bid bond or bid surety for not less than 5 percent of the bid amount will be required to submit a bid on this project.
- The successful bidder will hold the bid open for acceptance for 45 days after the scheduled bid opening.
- The successful bidder will enter into a written contract for the performance of the work within ten (10) days after the contract has been mailed to the bidder. A contract bond for the full amount of the contract will be required to be provided with the contract.
- Bidders are highly encouraged to visit the project site prior to submitting bids. Bidders are also encouraged to visit the Warren County Highway Department to inspect purchased stone, and to contact Frymoyer Stone Fabrication; 205 South 35th Street; Bettendorf, Iowa (563-319-8544). This will allow the bidder to know what all is available.
- This contract calls for the construction of a “public work,” within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. (“the Act”). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current “prevailing rate of wages” (hourly cash wages plus amount for fringe benefits) in the county where the work is performed.
