Plymouth Man Placed Under Arrest for Grooming and Sexual Exploitation of a Child

Hancock County Sheriff Travis Duffy reports that on January 22, 2025, the Hancock County 911 Center received a report that indicated a minor in Hancock County was possibly a victim of Grooming and Sexual Exploitation of a Child.

Deputies investigated this report over the course of the last few days. Subsequently, on January 24, 2025, at approximately 6:30 PM Douglas T. L. Phillips, age 32, of Plymouth, IL was placed under arrest at the McDonough County Sheriff’s Office. Phillips was transported to the Hancock County Jail where he remains lodged pending court appearances.

At approximately 7:30 PM, Deputies conducted a search warrant at Phillips’ residence and seized several items of evidence related to the investigation.

Hancock County State’s Attorney Bobi James, Advocacy Network for Children, and the McDonough County Sheriff’s Office all assisted in this investigation.

Phillips is to be presumed innocent until proven guilty in a court of law.
