Warren County Circuit Court
Monmouth, IL
Ryan A. Swank, 35, Sentenced to 16 years in the Illinois Department of Corrections this month.
On September 17, 2024, the Honorable Raymond A Cavanaugh sentenced Swank to 12 years at “50%” in the Illinois Department of Corrections for Unlawful Possession of a Weapon of a Felon for an incident that triggered the lockdown of Citizens Bank in Roseville. Swank filed a Motion to Withdraw his earlier guilty plea on the grounds that he was not correctly advised of the possible sentence.
On September 26, 2024, Swank pled guilty and agreed to serve another 4 years at “50%” on a pending escape charge, waive his right to appeal on the Escape case, and drop his challenge to the plea in the weapons case in exchange for the dismissal of several other felony cases. Because a sentence for escape must be served consecutive to the weapons offense, his total sentence is 16 years. He has served about 7 months in detention prior to the resolution of his cases.
Swank will likely serve no more than 40% of his sentence, meaning he will probably be released in about 5-6 years barring a successful appeal of his sentence.
