From the Office of Sheriff Kevin Glendening:

On January 3, 2026, Des Moines County Sheriff’s Deputies were dispatched to 25900 205th Ave. for a burglary discovered. Deputies observed that forced entry was made to an overhead garage door to a building. It appeared that a vehicle was used to ram the door. The owner advised several hand tools and power tools were stolen from the building.

Deputies were able to identify a suspect vehicle through video surveillance. Deputies were familiar with the suspect vehicle as they had stopped it for a traffic violation prior to the burglary being reported. The occupants of the suspect vehicle were identified as Shane David Proctor, age 50, of Peoria, IL and Laura Lynn Beard, age 45, of Galesburg, IL.

The suspect vehicle was later located by the West Burlington Police Department. Proctor and Beard were transported to the Des Moines County Sheriff’s Office. Both Proctor and Beard admitted they were involved in backing a vehicle into the overhead garage door at 25900 205th Ave. and stealing tools. They advised the stolen tools were in the vehicle they were stopped in.

Proctor and Beard were both placed under arrest for criminal mischief 1st degree and Burglary 2nd degree and transported to the Des Moines County Correctional Center. Once at the jail, Beard was found in possession of methamphetamine. She was charged additionally with possession of a controlled substance and possession of contraband in a correctional facility.

A CRIMINAL CHARGE IS MERELY AN ACCUSATION AND THE DEFENDANT IS PRESUMED INNOCENT UNTIL AND UNLESS PROVEN GUILTY.
