New Illinois Micromobility Law Takes Effect July 1, 2026

Illinois has enacted Senate Bill 3484 (SB 3484), establishing statewide classifications and operating standards for micromobility devices, including:

• E-Bikes

• E-Unicycles

• E-Scooters

• Electric Bicycles

• Electric Motor Bikes (E-Motos)

Beginning July 1, 2026, Illinois will implement uniform rules and classifications for these devices, helping create consistent regulations across the state. The law also includes age requirements and operational restrictions for certain devices. High-speed micromobility devices capable of exceeding 28 mph will be subject to additional regulations and operating limitations.

Looking ahead, January 1, 2027, riders of certain high-speed e-bikes and e-motos capable of traveling more than 28 mph will be required to have a valid driver’s license, vehicle registration, title, and insurance. Additional age requirements will also apply.

The goal of this legislation is to improve safety for riders, pedestrians, bicyclists, and motorists while providing clear, consistent rules throughout Illinois.
