On August 22, 2026, the Knox County Sheriff’s Office responded to a residence in rural Gilson regarding a reported incident involving a grocery delivery driver.
The investigation identified the suspect as Francisco Daniel Urbina, 29, of Galesburg, Illinois. Urbina was reportedly working as a third-party grocery delivery driver at the time of the incident. During the investigation, deputies learned that Urbina had delivered groceries to the residence and was alleged to have engaged in inappropriate sexual conduct and unwanted physical contact with the resident while inside the home. Urbina left the residence prior to deputies’ arrival.
Deputies later located Urbina and took him into custody. Evidence related to the investigation was collected, and the investigation remains ongoing.

As a result of the investigation, Urbina was booked into the Knox County Jail on the following charges:
• Aggravated Criminal Sexual Abuse
• Aggravated Battery to a Person Over 60
• Disorderly Conduct
• Lewd/Obscene/Indecent Act in Public
Urbina was transported to the Knox County Jail, where he was processed in accordance with standard procedures and remains in custody pending further court proceedings.
Sheriff Jack Harlan Jr. stated: “The Knox County Sheriff’s Office takes reports involving vulnerable residents and crimes occurring inside a person’s home seriously. Residents should feel safe in their homes, and we will continue to thoroughly investigate allegations involving predatory or threatening conduct.”

**Additional Information Regarding Separate Animal Complaint**
At approximately the same time deputies were responding to and investigating the reported criminal offense above, the Knox County Sheriff’s Office also received a separate complaint involving dogs that had allegedly attacked another dog in the Rio area.
At the time the animal complaint was initially reported, law enforcement was not advised that any person had been bitten, injured, or directly attacked by the dogs. The reported injuries involved another dog and were described as minor. Deputies were also advised that the dogs were no longer at the location.
Based on the information available at the time, calls involving reported crimes against persons or active threats to public safety take priority over minor disturbances or calls where no immediate threat to life or safety has been reported. Law enforcement later responded to the animal complaint when time permitted and conducted follow-up related to the incident.
The Sheriff’s Office later became aware of social media posts claiming that a person had been attacked and questioning why deputies did not immediately respond. Those claims were not consistent with the information provided to law enforcement at the time of the initial report.
The animal owner was subsequently cited for:
• Dog Running at Large – 2 citations
• Failure to Inoculate Dog/Cat for Rabies
• Failure to Register Dog/Cat for Rabies
