According to City of Monmouth Operations Director Ken Helms, the City has established a scoring criteria for evaluating bids placed on city owned land:
“We came up with a scoring rubric, which is what some of the other communities have done. This would be just for land sales. The way it will work, if we have two people that were bidding on a particular property, the rubric will assign a total of 100 points and through that we have subgroups that we would assign them. Some of these things would be whether it aligns with the City’s comprehensive plan and the zoning in an area, whether it has strong economic impact, or community benefits. Other things to take into consideration would be what the timeline is for it and development feasibility. After everything is scored, the recommendations the forward to Council, who makes the final decision on all real estate sales.”
